The halal certification obligation did not arrive all at once. It was phased, and the phases close one by one.
For micro and small businesses in food, beverages, slaughter products and slaughter services, the phase ends on 17 October 2026.
For medium and large businesses in the same sectors, the phase closed on 17 October 2024. If your company is in that group and your products are not certified, you are not waiting for a deadline — yours has passed.
Products whose ingredients are forbidden under Islamic law are exempt from certification. But the exemption is not freedom: those products must carry a non-halal declaration.
Micro and small businesses may use the self-declaration route. It is not open to every product. It applies only if the product is not risky or its ingredients are already established as halal, and the production process is simple and established as halal.
If any of those conditions fails, the regular route applies — with examination by an inspection body and an on-site inspection of your premises.
Do not decide for yourself that your product is "simple". What decides is the ingredient list and the production flow, not the size of the business.
On the regular route the official deadlines are actually tight: document completeness check at most 1 working day; assignment of the inspection body at most 1 working day; document examination by the body at most 2 working days; halal examination and testing at most 15 working days from receipt of payment, extendable by at most 10 more working days; the fatwa session at most 3 working days; issuance of the certificate at most 1 working day.
That adds up to roughly a month to six weeks of working days, if no additional documents are requested.
But official clocks are not total time. What sits outside them is the heaviest part: compiling your product list, compiling the ingredient list down to the smallest additive, and collecting halal certificates from your suppliers. That last part is not in your hands at all.
Which is why nobody can promise you a certificate issue date. What can be promised is the filing date.
Two mid-process deadlines run without announcement, and either can sink your application:
Both land exactly when your attention has moved on to other work, because the application feels like it is already "in".
This is the one most often missed. A change in ingredient composition or production process can trigger an obligation to update the certificate — including simply switching supplier for a single ingredient.
Which means purchasing decisions on your production floor now carry compliance consequences. If nothing connects the two, your certificate can drift out of line with the product you actually make.
Sanctions for a product that requires certification but does not have it include withdrawal of goods from circulation.
For a product already widely distributed, a recall costs far more than certification. That is the most honest economic argument against delay: not fear of a fine, but that the cost of fixing it spikes precisely when your sales are growing.

What gets missed more often is not the official tariff but these three:
Budget all three from the start. All three arrive before the certificate is issued, not after.
A halal certificate does not replace a food distribution permit, and a distribution permit does not replace a halal certificate. Two separate obligations, two different authorities, two different deadlines.
